Hello,
How does one say midnight (00:00), 00:15, etc., using 24-hour time, in Malay?
Your help is much appreciated.

So 'kacang' this one.
midnight is middle of the night,
middle/mid = tengah night = malam
midnight is 'tengah malam' in malay
same for 12 in the afternoon which is middle of the day day = 'hari' - so you get 'tengah hari'
telling time is quite easy just use 'jam' (rhyme with jum) so you have 7:00 o'clock = jam 7 which could just be either in the morning of the afternoon so just put either
'petang' = afternoon - for anytime between noon to 7 'malam' = which means night just after the sun's gone from 7 pm to midnight or 'pagi' = from midnight till noon, it's like this because the days and nights are split evenly throughout the year in this part of the world.
for the 15 minutes and 30 minutes division is similar to the english terms of quarters and halves quarter is 'suku' half is 'setengah'
thus an 8:15 dinner engagement would be at
'jam lapan suku malam' or literally "o'clock+8+quarter night"
just drop the 'jam' and it would be just as perfect
for 8:30 just replace the half (30 minutes) with setengah.
